The 1st issue for 2010 of PAREB-CEREB official publication has been released.
The Philippine Association of REALTORS® Boards, Inc. (PAREB) held the Visayas Local Board Presidents, Officers and Members Orientation and Leadership Training (LBP) on February 8, 2010, Monday at 8:30AM to 5:00PM at Sarrosa International Hotel.
Highlight of the training was the talk delivered by REALTOR® Asuncion “Shonee” Henry, NAR President’s Liaison to the Philippines, who spoke about the National Association of REALTORS® (NAR USA), its relationship with PAREB and how it can be further strengthened by participating in its programs such as the CIPS (Certified International Property Specialist). She also encouraged all participants to introduce themselves and their expertise so that she may continue to liaise with us.
PAREB National officers such as REALTOR® Emmanuel Bocaling, REALTOR® Daphne Bereciarte, REALTOR® Ariel Martinez and REALTOR® George Sanchez also talked on various topics such as PAREB Thrust for 2010, Membership Policies under PAREB, Duties and Responsibilities of a Leader, MLS/RPMLX, Pareb REALTOR® Center, Parliamentary Procedures. PAREB Chairman REALTOR® Tom Academia welcomed the participants and REALTOR® Past PAREB President Herbert Buot gave an inspirational message about Leadership.
The event was capped by the record payment and pledges of being LIFETIME MEMBERS of PAREB by a total of 26 REALTORS at the amount of P260,000!
There were 22 participants from PAREB-Cebu REALTORS® Board, 9 from Mactan Mandaue Bridge Cities REALTORS® BOARD (MAMAREB) and 2 from Negros Occidental REALTORS® Board, Inc. (NORBI) for a total of 33 participants.
This leadership training was hosted by PAREB-Cebu REALTORS® Board and sponsored by PROHOMES DEVELOPMENT CORP., developer of St. Dominic Homes at Lapu-lapu City, Cebu.

The joint announcement of DTI and PRC has finally been issued Jan. 12, 2010 and was received by PAREB today January 15, 2010 and disseminated to all Local Boards.
As stated in the Joint Announcement of the Professional Regulatory Board (PRC) and Department of Trade and Industry – Bureau of Trade Regulation & Consumer Protection (DTI – BTRCP) dated January 12, 2010, it is required that all real estate service practitioners whose DTI Licenses have expired December 31, 2008 and onwards to file the application for registration without examination under Section 20, Article III of R.A. No. 9646 from January 12, 2010 to July 30, 2011, stamped received by the PRC and/or Professional Regulatory Board of Real Estate Service (PRBRES). Such application shall be deemed proof of authority for the lawful exercise of their profession until such time that the PRC and the PRBRES shall have approved it.

IF the increasing amount of OFW remittances in the country is sustained and the local demand for housing continues, a group of real estate practitioners are expecting their industry to be performing well in 2010. Philippine Association of Realtors Board Inc.-Cebu Realtors Board Inc. (PAREB-CEREB) president Emily Cabillada said 2009 has been a good year for the real estate industry despite the effects of the global financial crisis on some overseas Filipino workers (OFWs).
“In fact, 2009’s performance in terms of sales is better than that of 2008,” she said.

AS SOON as the implementing rules are out next year, the Professional Regulation Commission (PRC) will regulate and supervise the real estate services instead of the Department of Trade and Industry (DTI).
Real estate practitioners have yet to come up with the guidelines to carry out the Real Estate Service Act of the Philippines (Resa). The PRC began last month gathering nominations from the real estate industry on who will form the Professional Regulatory Board of Real Estate Service that will draft the implementing rules and regulations of the Resa.
Emily Amie Cabillada, president of the Philippine Association of Realtors Board Inc.-Cebu Realtors Board Inc. (Pareb-Cereb), said the board will be created this month or early next year. President Arroyo signed Resa into law last June 29.

CEBU, Philippines - The real estate industry in Cebu posted a 15 percent increase in sales this year despite the gloomy economic ambiance.
Cebu Realtors Board Inc. president Emily Cabillada said that they had a very good year for 2009 compared to 2008.
Cabillada said that they saw a general increase of 10 to 15 percent in terms of sales performance with a huge chunk of sales generated coming from the Overseas Filipino Workers.

AN ACT REGULATING THE PRACTICE OF REAL ESTATE SERVICE IN THE PHILIPPINES, CREATING FOR THE PURPOSE A PROFESSIONAL REGULATORY BOARD OF REAL ESTATE SERVICE, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
ARTICLE I
TITLE, DECLARATION OF POLICY AND DEFINITION OF TERMS
SECTION 1. Title. - This Act shall be known as the. "Real Estate Service Act of the Philippines".
SEC. 2. Declaration of Policy. - The State recognizes the vital role of real estate service practitioners in the social political, economic development and progress of the country by promoting the real estate market, stimulating economic activity and enhancing government income from real property-based transactions. Hence, it shall develop and nurture through proper and effective regulation and supervision a corps of technically competent, responsible and respected professional real estate service practitioners whose standards of practice and service shall be globally competitive and will promote the growth of the real estate industry.
